Finlandís first municipal tourist board began functioning in the borough of Rovaniemi in September 1930. The board functioned for three years before it was dissolved. The time evidently was not ripe for municipal operations in the field. The board was re-established after the war, in 1948. The first municipal tourist service agency in Rovaniemi was the Arctic Circle lodge.

From the very start, the cityís number one tourist attraction has been Ounasvaara Fell. During the 1930s, there was some concern over whether Ounasvaara would be left in the shadows of Aavasaksa as a Midsummer hill, and it was expected that the city would act by advertising the borough and Ounasvaara.

The members and chairman (Oiva Willamo) of the Ounasvaara Ski Club, established in 1927, functioned actively on the tourist board. The Ounasvaara Winter Games represented an important winter tourist event, and the ski club has been the singlemost important actor on behalf of Ounasvaara Hill.

During the 1930s, tourist matters were mainly handled by Lapin matkailijayhdistys [the Tourist Association of Lapland], which was responsible for the organization of the River Games on the Ounaskoski Rapids. The games were still arranged during the outset of the 1960s, but with the damming by the hydropower plant, the prerequisites for the competition had ended as both the rapids and the games were terminated.

Rovaniemiís excellent location close to transport links and their junction has had the effect that the city has been much more a transit site than an actual travel destination. The first brochures and posters about Rovaniemi were produced during the outset of the 1950s. A part-time tourist agent operated in the borough until 1962, at which point the assignment was made full-time. In 1969, a permanent official position of tourist agent was established in the city.

During the first years of the new millennium, Rovaniemi has risen from being a transit site to become a travel destination in its own right.
